Specializations: By Attribute

This skill represents the character's capability and aptitude with an
attribute.  Power Usage is applied to all attribute rolls using the particular
attribute.  Unlike most skills, Power Usage is purchased multiple times: once
for each attribute it applies to.  Power Usage's 'Specialization' is the
attribute which it applies to: You may not buy extra specializations for 1 SP.

Purchasing Power Usage multiple times is easier than the first time.  Extra
types of power usage for secondary powers cost 1 SP per level as long as their
level in power usage is equal to or lower than the maximum level of power
usage, which was purchased at full price.

Power Usage does not apply to Special Attacks or Weapon Attacks.

Power Usage can, optionally, be used as a defense skill using a particular
attribute.  If this is the case, Power Usage's cost per level for the primary
attribute costs the cost of Power Usage, Ranged Defense, or Unarmed Defense,
whichever is highest.
